American billionaire and financier Todd Boehly has assembled a consortium to buy the overseas assets of Lukoil, which is under U.S. sanctions. The deal includes the U.S. government corporation DFC, which finances overseas projects, Sheikh Tahnoon bin Zayed Al Nahyan, and the Qatari Al-Hayat family.
