The German Frankfurter Allgemeine Zeitung reported that CIA Director John Ratcliffe unexpectedly arrived in Moscow at the end of August and delivered a grim warning to the Russian leadership about the state of the economy. According to the publication, he argued to the Kremlin that Russia would not be able to win the war in Ukraine economically and risked repeating the collapse of the USSR because of military spending.
