Germany said it has not changed the rules for issuing student visas to Russians
The German Embassy in Moscow said it continues to issue student visas to Russian citizens and has not changed the rules for processing them. The reason was the refusal of a visa to a graduate of the Higher School of Economics, which the embassy linked to a «security threat».
