The Department of Hunting and Fisheries of Tomsk Oblast was included in the list of priority organizations for receiving fuel amid the increasing appearances of bears near residential areas. This was reported at a briefing by Vasily Potemkin, deputy chairman of the Tomsk government.
In Abaza in southern Khakassia, bears approached the city several times: on the night of September 23, hunters eliminated three animals and chased away another one. The day before, the republic’s authorities introduced a heightened state of readiness across all of Khakassia because of the increasing number of cases of bears coming close to people.

In Tomsk Oblast, the holding of mass events, excursions, and tourist gatherings outside and on the outskirts of populated areas has been restricted until November 1 because bears have been approaching people. Mayors and district heads are responsible for monitoring compliance with the restrictions, Governor Vladimir Mazur said.
Since the end of August, bear encounters with people have been recorded almost daily in 41 regions of Russia. By mid-September, the media had counted at least 12 dead and more than 530 shot animals, while the regions are introducing states of heightened alert and closing tourist routes.
