Canadian Arend Feenstra, who moved with his family to the Nizhny Novgorod region in early 2024 under a program for citizens of «unfriendly» countries who share «traditional family values», said that to switch from temporary residence to permanent residence he needs to sign a contract for military service with the Russian Ministry of Defense. He referred to the presidential decree of November 5, 2025, «On the Temporary Procedure for Admission to Russian Citizenship and Issuance of a Residence Permit in the Russian Federation».
