A resident of Nizhnevartovsk in the Khanty-Mansi Autonomous Okrug was fined 30,000 rubles twice in one day: for posting a photo of a ballot paper with an anti-war inscription and for a comment about Putin under the same post. If the rulings enter into legal force and within a year the man is again held liable for a similar offense, he will face criminal liability.
