The Russian Ministry of Justice published an open registry of citizens who are abroad and, according to the authorities, are evading punishment. The list of «persons subject to temporary restrictive measures» includes 12 people, among them Mikhail Khodorkovsky, Leonid Gozman, Ekaterina Schulmann, Michael Naki, Boris Zimin, and Vladimir Milov.
