WHO has published recommendations for protecting health during mass events — major sporting competitions, religious and cultural events. According to the organization, since the 1990s the number of heat-related deaths has increased by 63%, and in 2012–2021 an average of 546,000 such deaths were recorded worldwide each year.
Measures that can protect European cities from extreme heat are well known to scientists, governments, and business alike. Many of them are already working successfully in individual countries and cities. But why do these solutions still remain the exception rather than the rule?
