The German Embassy in Moscow refused a student visa to a graduate of the «Design» program at HSE University. In a decision dated October 2, published by the «Molniya» project, the authority cited Ausweisungsinteresse and stated that the public interest of the FRG in her not entering outweighs the interest in studying.
On October 1, the Russian Foreign Ministry announced to the chargé d’affaires of Hungary the expulsion of employees of the Hungarian embassy in Moscow and the consulates general in Saint Petersburg and Kazan. The decision was made in response to the September expulsion of 10 Russian diplomats from Hungary, for which Budapest allotted two weeks.

The European Union imposed sanctions on 10 people and 17 organizations that the EU considers involved in the illegal deportation of Ukrainian children to Russia and to occupied territories, as well as in the «suppression of democratic opposition» in Russia. The restrictions affected Tatarstan head Rustam Minnikhanov, Russian officials in occupied territories, and the Songdowon children’s camp in North Korea.
The Prime Minister of Lithuania, Mindaugas Sinkevičius, called for ensuring residents have access to cash and the ability to pay by bank card in the event of a crisis or mobilization. He also proposed preparing banks, retail businesses, and some ATMs to operate during communication and power outages.
