Von der Leyen proposed an EU mechanism for responding to hybrid threats modeled on NATO Article 4
On September 16, European Commission President Ursula von der Leyen proposed creating an emergency response mechanism in the European Union for hybrid threats modeled on Article 4 of the North Atlantic Treaty. She made the proposal in the European Parliament while delivering her annual address on the state of the EU.
